Theonly significant step in the decentralisation processcame after Independence in 1948 when the OrissaGram Panchayat Act was passed. During theChief Ministership of Nabakrushna Choudhury anew innovative attempt was made through theconstitution of Anchal Sasan and creation ofAnchal Fund under the Orissa Estates AbolitionAct of 1951. The Anchal Sasan Act (1955)intended to accord full powers to Anchal, a localauthority which was at a higher level than theGram Panchayat so that the representatives ofvillagers could have played visible role in theworkig of system related to public health,education, agriculture, cottage industries etc.The Anchal Sasan was designed to be abody corporate having fund raising out of landrevenue, fees, tolls, cesses and taxes. Besides,provision for education fund was made to financeeducation programmes of sasan. The institutionsof Anchal Sabha and Anchal Adhikari were madeand it had its own cadre of officers to be paid outof Anchal Fund.The Anchal Sasan Act was notimplemented which prevented Orissa a pioneeringrole in the democratic decentralisation processmuch earlier to the Balwantrai Mehta CommitteeReport.Panchayati Raj in Odisha : Some ReflectionsRabindra Kumar BehuriaThe fate of Gram Panchayat during 1950'sand early 1960's several was under the mercy ofDepartments. Till 1956 it was under the Board ofRevenue and the Revenue Department. There wasa post of Superintendent of Panchayat which wasabolished to facilitate an IAS cadre officer tobecome Director of Panchayats in the rank of JointSecretary and later revealed to the rank ofAdditional Secretary. The auditing power wassnatched away from Registrar and it was given toBoard of Revenue. The Panchayats came underthe Department of Agriculture and CommunityDevelopment in 1956 and then moved to thepolitical and services Department which was underthe Chief Minister. In December, 1959 it wasplaced under the Department of planning andcoordination with a secretary to head theDepartment.The scheme of Panchayati Raj which wasfirst adopted in Rajasthan on the 2nd October,1959 was the result of the recommendations ofthe Balwantrai Mehta Committee. In 1956, thecommittee was formed to study the working ofthe community development programmes andsuggest remedies for removal of defects remediesfor removal of defects therein. This committee issometimes known as the committee on theDemocratic Decentralisation. The Mehta
