In the past,some local gentry participated in local affairs actively, and then occupied dominant power in localaffairs. In the Public of China, Qian Sun- qing became the leader of Wuxi gentry due to hiscompetence, moral excellence, know ledge and influence in the circle. As the general director ofcity office and the chairman of the Commission of Commerce in the county, Qian governed Wuxifor 30 years,making great contributionstoWuxi ' s economic development and socialadministration.
