Gates symbolize power to transcendboundaries, to keep out, or to lock in and function often as visual reminders of socialdistinctions. In Locked In, Locked Out, Zaire Zenit Dinzey-Flores describes the rise ofgates in a Puerto Rican city of Ponce since the early 1990s. The author seeks explanationsfor the gating trend of Ponce and Puerto Rico in the urban policy and planning, andespecially in the New Deal reform movement of the 1940s and 1950s. As the integrationpolicy of the reform fails, writes Dinzey-Flores, ‘the fence emerges as a mechanism tosegregate and to effectively navigate an increasingly complex city’ (23).Four residential sites are examined in the Puerto Rican city of Ponce, two are public andtwo are private. Another dimension is added to this public–private distinction, namely theprevalence of gates, where one of the public and private residential areas is gated and oneis not. The empirical material consists of individual and focus groups interviews andparticipant observation. The empirical material is comprehensive as public officials, publichousing site managers, homeowner association representatives and residents of the fourresidential sites are included in the interviews conducted for the study. The aim was toexamine how housing, gates and neighborhoods physically and symbolically ‘reflects andrefracts social ideals, beliefs, and separations by race and class’ (xiii).In six chapters, Dinzey-Flores explores the development of the four residential com-munities, built next to each other as a result of integration policies in the country. In thefirst chapter, the author gives the historical background to the development of gatedhousing in Ponce and discusses how gates distribute power. In the second chapter, the NewDeal reform movement of the 1940s and 1950s is described and its physical implicationsare illustrated in the case of the four studied residential communities. In chapter 3, theattention is turned to the gates, their function, design and meaning for the residents of thefour communities. Chapter 4 touches upon the question of democracy in relation to gatesand gating, and different democratic implications for different types of communities areD. V.
