I can get things out of them and do things to them that I can't do to a man." --Elaine Mohamed, 18 May 1987 Introduction Over 30,000 people have been detained in South African prisons with- out having been found guilty of any offense by a court of law since the beginning of the third State of Emergency on 12 June 1986. ~ I have not been able to find out what percentage of these 30,000 are women. In general, most South Africans pay very little attention to the issue of gender. However, in a recent nonrepresentative sample of 176 detainees, Don Foster, author of Detention and Torture in South Africa, reports that 18 percent were female. 2 This percentage is extraordinarily close to the 17 percent of females reported in the Annual Report of the Director-General of Justice for South African detainees between 1980 and 1982. 3 Audrey Coleman, who has testified to the United Nations on the deten- tion of children in South Africa, informed me that about 14 or 15 percent of the children currently detained are girls. 4 She added that the girls "are as- From the book Lives of Courage: Women for a New South Africa, by Diana E.H.
