Not only was contribute to the thought and culture in China, but also it had profound and lasting affect on the thought and culture in China and it was outstanding in world. The work of Lao Zi was the representative work which was about the theory of social management in ancient China. The center of the work was “TAO”, the base of work was dialectical thinking, the feature of the book was “nature” and “inaction”. There is no doubt that the book was full of rational management wisdom and cool on thinking, it was formed a serial of unique management principles and management methods. This principles and methods contains many important problems which were about social management in present. Although ancient and modern society were discrepancy in morphology, the ancient and modern social management wrer faced with many common problems. It was advisable that ancient social had more experience when it comes to deal with this relationship. In view of this experience contained more contents with universal value. History affords us lessons that merit attention on social management theory and practice in modern society. To investigated the idea of social management on Lao Zi, on the one hand, we were inherit and develop management thought resources in ancient China ,on the other hand , when it depend on people oriented, it has a positive reference function on construct the new era of management science, management ideological system and building a socialist harmonious society. This work was research the ideals of " Lao Zi " on the social management . Not only was used the research findings of ancient and modern people for reference, but also taked the historical materialism methodology as foundation. On the base of this research, this work using a series of scientific methods to analyze and discuss the thought. The full text was divided into four parts. The first part was base on theory of social management of Lao Zi and expound the ideals of “TAO” in systematically. The second part was focus on the theory of social management of “Lao Zi”.
