    Update 30 th April 2012 . There have been three meetings of VCS members and Bristol City Council, the remit of the working group is to:- ? To ensure the efficient implementation and delivery of the personalisation agenda with the VCS organisations funded by Health & Social Care (HSC), Bristol City Council. ? To develop an ongoing relationship with organisations. ? To inform strategic thinking and planning around HSC funding of VCS organisations and potentially influence the wider agenda for HSC. ? To promote clear communications between HSC and the VCS. ? To identify risks for VCS and HSC. The group is working on what actions and outcomes relate to the remit so that we can ensure we achieve our purpose. The meetings have been dominated by updates on the process of change from block to spot contracts, which affects about 50 VCS groups. VCS members have identified the following issues:- ? Questions raised at the December Voscur H&SC network meeting in December 2011 were put to Bristol City Council, their answers are provided in today’s information pack. ? Lack of communication with service users about de-commissioning – at the second meeting Commissioners reported they had written to all service users for the ‘red rated’ groups. ? Personalisation - how will service users find out about services? So far we have The Care Forum’s ‘Well Aware’ web information service, and Bristol City Council is working on ‘e-market development’. ? A need for funding for services that are preventative in nature, where those attending might not be entitled to a personal budget under the Fair Access to Services criteria. There was discussion on a possible ‘prevention strategy’ that might provide support for people below the ‘Fair Access to Services’ criteria. This is still at the ‘ideas’ stage. ? VCS members raised concerns regarding the need for ‘market intelligence’ and data to plan their services the future, demographic breakdown of Personal Budget recipients would be very valuable in planning future services. ? VCS members raised issues regarding the Community Services Contract, the length, complexity and wording. This is on the agenda for our next meeting.
