Designation: E2300 − 09 (Reapproved 2017)Standard Specif i cation forHighway Traffic Monitoring Devices 1This standard is issued under the f i xed designation E2300; the number immediately following the designation indicates the year oforiginal adoption or, in the case of revision, the year of last revision. A number in parentheses indicates the year of last reapproval. Asuperscript epsilon (´) indicates an editorial change since the last revision or reapproval.1. Scope1.1 This specif i cation describes the recommended proce-dure for identifying the performance and operating require-ments to be included in a purchase order for Traffic MonitoringDevices. As such, the specif i cation can be referenced by theuser and seller when determining compliance with each speci-f i ed requirement. It is the intent of this specif i cation to have theuser require the seller to provide evidence that the brand andmodel of TMD offered by the seller has passed an applicableType-approval Test. If the TMD has not previously passed aType-approval Test, then it is the intent of this specif i cation tohave the device type-approved before it is accepted by the user.If the TMD has previously passed a Type-approval Test, thenthis specif i cation requires that the production version of thedevice provided by the seller pass an On-site Verif i cation Testbefore being accepted by the user.1.2 Traff?c Monitoring Device—A Traffic Monitoring De-vice (TMD) is equipment that counts and classif i es vehiclesand measures vehicle f l ow characteristics such as vehiclespeed, lane occupancy, turning movements, intervehicle gaps, and other parameters typically used to portray traffic move-ment. TMDs usually contain a sensing element that convertsthe signal-generating phenomenon (such as, air pulse generatedby a vehicle tire passing over a pneumatic tube) into anelectrical signal and electronics that amplify, f i lter, and other-wise condition the signal. Some TMDs provide outputs as relayor solid-state switch closures, while others contain signalprocessing that translates the signal into the required vehicleand vehicle f l ow data. TMDs whose outputs are relay or solidstate switch closures may be connected to roadside controllers, which process the switch-closure information and convert itinto vehicle f l ow data.1.3 Characterization of Traff?c Monitoring Devices—Thisspecif i cation classif i es Traffic Monitoring Devices by thefunctions they perform, the data they provide, the requiredaccuracy of the data, and the conditions under which the deviceis expected to operate in conformity with the requirementsdeveloped through this specif i cation.1.4 The values stated in inch-pound units are to be regardedas standard. The values given in parentheses are mathematicalconversions to SI units that are provided for information onlyand are not considered standard.1.5 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulatory limitations prior to use.2. (E867,E1318)3.2.2 axle count, n—number of vehicle axles enumerated ata point on a lane or roadway during a specif i ed time interval.(E867)3.2.3 vehicle, n—one or more mobile units coupled togetherfor travel on a highway; a vehicle contains one powered unitand may include one or more non-powered full-trailer orsemi-trailer units.
